WHAT IS YOUR VISION FOR VERMONT'S EARLY CARE AND EDUCATION SYSTEM, AND HOW WOULD YOU PROPOSE FUNDING THIS SYSTEM? 

Early childhood education is an essential element of our social infrastructure. Not only is it justified for educational and social development purposes, but the labor market does not work without it. Therefore, I think it should be treated like Workers Comp and Unemployment Insurance. The state, federal government, and parents are already at the table. The only one's not contributing directly are employers. We could justify a $0.05 or $0.10 per hour fee from all employers without creating a burden or adversely impacting cross-border wage competition.
